Is there a way to have all black berry features without having to pay for it?

My aunt from venezuela is planning to get me a Blackberry . my dad would never ever get it for me . he wouldnt want to pay the monthly bills of data plans for internet. If my aunt buys it from a different country is there a chance that when i put my sim card in it that it willl automatically let me have all the features ?
