Riots against kashmiri hindus?

Funnily enough muslims are equally outraged by his padmashree award becoz they think as an inforner he has betrayed fellow muslims and helped the army/police whatever. The real question is whether this system of rehabilting the ex-militants or encouraging them like this is proper or not. In J&K , the terrorists' families even get compensation. Did these measures actually help in changing any mind? Not acc. to the records. It reminds me of a Saudi project where anyone formerly connected with Al Qaeda gets govt. grants on everything from house to livelihood. It is supposed to be their attempt at curbing terrorism by encouraging youths to leave Al Qaeda.
