Do you think these restaurants are getting tot's drunk on purpose?

I'm chalking it up GED educated, minimum wage idiots. Applebee's had at least 2 or 3 almost idential incidents in the last couple years. Table orders juice for the kid (which is served in a very distinctive children's cup), lidded cup comes back with some sort of mixed drink, toddler gets drunk and needs hospitalization. It's unfortunate that Applebee's corporate has allowed this to happen multiple times (at their own admission) and still not take action as to ensure proper storage of drinks as well as a QA system that ensures that customers actually get their correct order.
