Why does my co-worker always cough like she's congested?

I've been working at this company for 2 years already and this co-worker of mine always has this congested cough like she has a cold. She's been coughing like this everyday for the 2 years I've been working at this company. Why does she cough like this? I never see her smoke or anything.
